THAT might have stopped the war. What seems operative here, I fear, is an all-too-familiar conundrum at senior levels where people have been conditioned not to rock the boat, not to risk their standing within the Washington Establishment or their prospects for lucrative spots on the corporate boards of arms manufacturers.
